USC Annenberg Media Quotes Stephen Garcia on Nursing Home Abuse

Partner Stephen Garcia was quoted in the University of Southern California Annenberg Media article, “Is Neglect Ever Benign? A Look into Los Angeles County Nursing Homes” which examines the rise of significant neglect and abuse cases in nursing homes around Los Angeles County, and the Department of Public Health’s failure to conduct proper oversight of facilities.

With three decades of experience in elder abuse law, Garcia commented that his plaintiff load has tripled due to the decreasing quality of care and lack of oversight. “It’s just lip service,” Garcia said. “[Nursing homes] just file a plan of correction and promise to do all of these new things, and the State of California doesn’t do [anything] about investigating and ensuring that they do.”

Garcia believes that many of the issues could be solved if things ran differently. “So it’s a complex morass which could be resolved by the State of California’s Department of Public Health simply stepping up and doing its job.”

He believes that the state has historically refused to fix its problems. “[They] frankly let the citizenry of the State of California down horribly in my judgment.”
