The report shows that abuse has been reported in roughly 30 percent of nursing homes around the U.S. Between January 1999 and January 2001, there were nearly 9,000 citations for abuse in a total of 5,823 nursing homes. Some of the issues that were reported included bedsores that were left untreated, poor hygiene, malnutrition, accidents that could have been prevented and dehydration. The report found that 1,601 cases of abuse caused harm to nursing home residents or led to conditions that were serious and potentially life-threatening.
What Are the Reasons for Nursing Home Abuse?

Elder abuse in nursing homes is believed to be partly caused by a lack of dependable, quality staff on a regular basis. Nursing homes have trouble maintaining skilled nursing assistants and other staff due to low wages for these positions. There also appears to be a declining number of people coming into this industry, which can cause staffing shortages and other problems in nursing homes.

A failure to meet health and safety standards set by the federal government is also believed to be associated with reports of abuse. For example, the House Oversight & Government Reform Committee report found that less than 30 percent of 59 nursing homes in a congressional district in Pennsylvania were able to meet these standards. The violations in these facilities, such as a lack of accident prevention measures and sanitary conditions, have resulted in harm to those who live in them.
